Supportive Living Program Provider Quality Metrics Process (QMP) and Town Hall Meeting Information

This notice informs Supportive Living Program (SLP) providers that, in compliance with Public Act 102-0699, the Illinois Department of Healthcare and Family Services (HFS) is implementing the Supportive Living Program (SLP) Quality Metrics Process (QMP). A Town Hall meeting will be held January 23, 2025.

In 2022, HFS worked with SLP stakeholders to develop this process as a pathway for accountability and quality monitoring. The SLP QMP covers staffing hours per resident day, unplanned hospitalizations, and emergency department visits. Benchmark data for the QMP will be collected in 2025, the metrics will be measured, and adjustments applied prospectively on a quarterly basis to the SLP providers’ daily rate beginning in 2026.

The data collected through the QMP will inform HFS’ ongoing monitoring and oversight of SLP providers. Myers and Stauffer will be supporting HFS with this process through the initial QMP implementation, ongoing data collection and analysis, and quality metric validation.

On January 23, 2025, a virtual Town Hall on the QMP will be offered at 1:00 p.m. (CST). To register for the virtual Town Hall, please use this link.

Following the Town Hall, two virtual training sessions will be held. The trainings will include instruction on reporting and the quarterly submission of the quality metrics.

·         The first session will be held from 10:00-11:00 a.m. (CST) on February 10, 2025.

The information in each session will be identical. The session on February 24, 2025, will be recorded and posted for those unable to attend either session.

SLP providers are strongly encouraged to attend to learn more about the QMP and ask questions.
