Medicaid Managed Care RFP

The Illinois Department of Healthcare and Family Services (HFS) has posted a Request for Proposals (RFP) seeking services from qualified, experienced, and financially sound Managed Care Organizations (MCOs) to enter into risk-based contracts for the Medicaid Managed Care Program. These Contractors shall provide the full spectrum of Medicaid-covered services to the general Medicaid population through an integrated care delivery system.

This solicitation is a Purchase of Care solicitation as defined by 30 ILCS 500/1-15.68, and is exempt from the Illinois Procurement Code under 30 ILCS 500/1-10(b)(3) and 44 IL Admin Code 1.10(a)(3). Since this solicitation is exempt from the Illinois Procurement Code, the Chief Procurement Officer (CPO) is not responsible for oversight of the solicitation, evaluation process or award of the procurement.

HFS will publish information related to this RFP (including updates) on this page. Necessary information may not be available in any other form or location.

Offerors are responsible for monitoring the HFS Website. HFS will not be held responsible if Offerors fail to receive any updates.

The Department has issued a Supplemental Notice of Award for Option B – Cook County Only for its Medicaid Managed Care Program.

The Department has posted an update to the Model Contract reflecting all modifications resulting from exceptions, questions and comments received and incorporated since the last version (Revision 2) was posted on April 24, 2017. All substantive modifications to the Model Contract since the last revision are redlined in the below linked version. Interested parties are requested to review the redlined modifications and use the provided exceptions form to notify the department of any exceptions to the redlined modifications only no later than Friday, September 15 by e-mail to HFS.procurement@illinois.gov. Exceptions submitted by Friday, September 15 will be considered for possible incorporation in the final version of the Contract.

Per Sections 1.11.4 and 1.3 of the RFP, The Department has the authority to make any necessary amendments to the timeline, which would include the deadline to receive protests. Therefore, the revised deadline for the receipt of protests for the Managed Care Organization RFP (2018-24-001) is 3:00 pm CT, Friday, September 1, 2017.

Please refer to Section 1.9.5 of the RFP for the correct address to submit any protests.
