WEBVTT 1 "Emily Brigman" (861858560) 00:00:01.043 --> 00:00:21.950 Okay. We wanted to take another opportunity to remind folks attending this meeting of HFS EVV resources. We have our HFS EVV website, which by the way houses all materials from previous. 2 "Emily Brigman" (861858560) 00:00:21.950 --> 00:00:41.950 Town hall webinars. That includes recordings from the webinars, the powerpoint slides, as well as questions and answers that have come up either during the town hall webinars or that have been posed to the state and HHA exchange in the past. If. 3 "Emily Brigman" (861858560) 00:00:41.950 --> 00:00:57.330 If you have questions today, there that haven't been posed during previous webinars, we will fold those questions and answers to those questions into existing question and answers on our public facing EVV website. 4 "Emily Brigman" (861858560) 00:00:57.330 --> 00:01:17.330 We encourage providers to sign up for HFS provider notices. Recognizing the concern that there is not currently an EDV category for HFS provider notices. HFS Bureau of waiver Operations Management is seeking to add a category that involves a. 5 "Emily Brigman" (861858560) 00:01:17.330 --> 00:01:37.330 Approval from HFS leadership and programming from our technolo technology staff. So we are working to add an EVV related category. In the meantime, for EVV related provider notices, please sign up for the home health and waiver categories in the. 6 "Emily Brigman" (861858560) 00:01:37.330 --> 00:01:57.330 The Sign up section for HFS provider notices. As well, HFS.EVV@Illinois.gov is a an email inbox managed by HFS Bureau of Waiver Operations Management staff, and it is intended for, statewide. 7 "Emily Brigman" (861858560) 00:01:57.330 --> 00:02:17.330 EVV policy related inquiries for state plan home health providers, specifically home health care agencies, billing state plan Medicaid or managed care organizations. That includes health choice, Illinois or MMA I managed care organizations. It is also to be. 8 "Emily Brigman" (861858560) 00:02:17.330 --> 00:02:36.720 Be utilized to suggest topics for EBV town hall webinars and to request that HFS escalate concerns that had already been submitted to HHA Exchange's client support portal. Say e.g., you submitted a concern through HHA Exchange's client support portal. 9 "Emily Brigman" (861858560) 00:02:36.720 --> 00:02:56.720 And you feel like it has not added adequately been addressed or the ticket was closed without resolution. You are welcome to send your concerns to HFS.EVV@Illinois.gov and we'll go over particulars of what we'd like to see, aid in HHA exchange's investigation of that. 10 "Emily Brigman" (861858560) 00:02:56.720 --> 00:02:58.950 Concern. 11 "Emily Brigman" (861858560) 00:02:58.950 --> 00:03:18.950 There are some additional state resources. If you are a personal support worker, serving a DDD waiver customer, we encourage you to reference ddd's EVV resources. They have a webpage that is dedicated to EVV. 12 "Emily Brigman" (861858560) 00:03:18.950 --> 00:03:39.300 As well as a an EVV manual. They also have a dedicated EBV inbox. Illinois Department on aging's EVV inbox DSCCC also has EVV resources and a dedicated email address as well as division of rehabilitation services. 13 "Emily Brigman" (861858560) 00:03:39.300 --> 00:04:00.800 When you feel like a ticket that was submitted to HHA Exchange's client support portal has gone unresolved or you or the ticket was closed without resolution, you're welcome to submit the concern to HFS.EVV@Illinois.gov, please. 14 "Emily Brigman" (861858560) 00:04:00.800 --> 00:04:30.539 Include your provider agency name, your tax identification number, and your latest ticket number that, that was assigned when you submitted your question or your concern to HHA exchange. And please give us a summary of your concern. HFS Bureau of Waiver Operations Management Staff will take that concern and we will escalate it to HHA exchanges, project management staff overseeing EDV implementation in the state of Illinois. 15 "Emily Brigman" (861858560) 00:04:30.539 --> 00:04:55.969 Okay A brief recap of the town hall meeting from earlier in August, 7 August. Again, we did upload the recording and the slides from that town hall webinar. We are working to fold in questions and answers to existing Q and A on the EVV website, and we'll do the same for today's webinar. 16 "Emily Brigman" (861858560) 00:04:55.969 --> 00:05:15.969 We again covered the full caregiver SSN requirement or social security number requirement, last town hall webinar. We are going to go into that again, so please hold your social security number questions until after we review that content of the presentation. 17 "Emily Brigman" (861858560) 00:05:15.969 --> 00:05:35.969 The state will talk about the social security number requirement as well HHA exchange, specifically as it relates to EDI providers or provider agencies transmitting data to HHA exchange from 3rd party EVV systems. We went over authorization management, the last town hall webinar. 18 "Emily Brigman" (861858560) 00:05:35.969 --> 00:06:00.769 Which has been covered in previous town hall webinars as well. We covered that EVV data is specific to Medicaid covered services. So, e.g., if you are a home health agency billing the Medicare component of an MMA I managed care organization, then. 19 "Emily Brigman" (861858560) 00:06:00.769 --> 00:06:26.299 That service is not subject to EVV requirements, only services that are billed to state Medicaid, and you can find those service codes through the home health, HFS home health fee schedule. We went over service code updates. We also went over FAQ as it relates to EDI providers. 20 "Emily Brigman" (861858560) 00:06:26.299 --> 00:06:28.289 Okay. 21 "Emily Brigman" (861858560) 00:06:28.289 --> 00:06:48.289 We want to revisit some questions and answers that were submitted during the last EVV town hall webinar. One of those questions was related to living caregiver exemptions. Just a reminder that division of developmental disabilities is the only home and community. 22 "Emily Brigman" (861858560) 00:06:48.289 --> 00:07:16.129 City based waiver operating agency that has allowed personal support workers only to submit for an application for a living caregiver exemption. No other HCBS waiver operating agency has is offering a living caregiver exemption, and that applies to state plan, Medicaid, home health care providers. 23 "Emily Brigman" (861858560) 00:07:16.129 --> 00:07:36.129 Personal support worker serving a DDD waiver customer must submit an application for a living caregiver exemption. This is required on an annual basis, and they must receive approval from the PSW agency or access overseeing their service. 24 "Emily Brigman" (861858560) 00:07:36.129 --> 00:07:56.129 Service provision. We have a follow up question to address at the end of this presentation that is specific to living caregivers exemption applications, but we'll wait until the end of the presentation to address that as it came in during the registration process for this EDD. 25 "Emily Brigman" (861858560) 00:07:56.129 --> 00:07:58.919 The town hall webinar. 26 "Emily Brigman" (861858560) 00:07:58.919 --> 00:08:18.919 Contract placement failures for managed care organization payers. At the state and at HHA exchange, we have received questions and concerns regarding placement member placement for, services billed to a managed care organi. 27 "Emily Brigman" (861858560) 00:08:18.919 --> 00:08:49.669 Organization, please note that all managed care organizations are now sending daily authorization updates to HHA exchange. There could be an issue with that authorization file sent by the respective managed care organization. Say e.g., there, the managed care organization doesn't include a start and end date for an authorization. With that. 28 "Emily Brigman" (861858560) 00:08:49.669 --> 00:09:09.669 That being said, we encourage provi provider agencies to start by outreaching the managed care organization. In the background HFS Bureau of Waiver Operations Management is consulting with our Bureau of managed Care to ensure that the managed care organizations have established con. 29 "Emily Brigman" (861858560) 00:09:09.669 --> 00:09:29.669 Tax for EVV related concerns. Once we have that information, we'll work to communicate that to providers who are in scope for electronic visit verification requirements. But we do suggest that you start with outreaching the managed care organization. 30 "Emily Brigman" (861858560) 00:09:29.669 --> 00:10:01.279 And HHA Exchange's client support portal. You can access the client support portal on the web or you can call their hotline number. That is specific to Illinois providers. In our last EVV webinar, we went over, IDOA providers and the delay to implementation for IDOA providers. 31 "Emily Brigman" (861858560) 00:10:01.279 --> 00:10:21.279 That means that credentials and training dates have not been set out sent out yet. They will not be sent out to IDOA homemaker agencies or in home providers until a new implementation date or closer to when a new implementation date is established. 32 "Emily Brigman" (861858560) 00:10:21.279 --> 00:10:36.809 HHA exist HHA exchange's system is not yet programmed to accept Illinois Department on aging evv's visit data and won't be until a revised implementation date is established. 33 "Emily Brigman" (861858560) 00:10:36.809 --> 00:10:56.939 We've received over the course of the last several months inquiries that are specific to, provider agencies using two different electronic visit verification vendors to manage two different lines of business. So f to. 34 "Emily Brigman" (861858560) 00:10:56.939 --> 00:11:16.939 To clarify, we've received inquiries from provider agencies that might provide homemaker agencies and home or excuse me homemaker services and home health services, and they're using two different EVV vendors to manage those two separate lines of business. When that is the case. 35 "Emily Brigman" (861858560) 00:11:16.939 --> 00:11:37.459 Both of those two systems need to integrate with HHA exchange. We recommend an HHA exchange recommends reviewing the EDI process tab on HHA Exchange's Illinois Information hub. Within that there is an EDI tip sheet that goes over steps for inter. 36 "Emily Brigman" (861858560) 00:11:37.459 --> 00:12:07.729 Integrating a 3rd party EVV vendor with HHA exchange. Not only does that integration needs to take place, but the once it does take place, the provider agency through those 3rd party vendors needs to be consistently transmitting EVV data to the HHA exchange system if those services are in scope for EVV. So if they are Medicaid funded personal care support services. 37 "Emily Brigman" (861858560) 00:12:07.729 --> 00:12:22.229 Such as homemaker services, and if they are Medicaid covered home health services, that includes nursing, physical, occupational, and speech therapy visits. 38 "Emily Brigman" (861858560) 00:12:22.229 --> 00:12:42.229 HHA exchange went over manual edits. There was a question posed during the last town hall webinar, as to whether manual edits can be made a couple of days after a visit occurred and let's say the caregiver didn't clock in or clock out during that time frame. 39 "Emily Brigman" (861858560) 00:12:42.229 --> 00:12:57.329 The provider agency administrator can adjust that visit through a manual edit, but that edit needs to be accompanied by an action taken. There are preset reasons to assign f. 40 "Emily Brigman" (861858560) 00:12:57.329 --> 00:13:13.439 For a provider agency administrator to assign to a manual edit, and we'll get alert a little further into that, I believe later in the presentation. 41 "Emily Brigman" (861858560) 00:13:13.439 --> 00:13:33.439 We also had a question during the last webinar, which we followed up with the individual who posed that question through HFS.EVV@Illinois.gov. But the question was, what other flag to require note means? And that's when a provider agency cannot locate a pre. 42 "Emily Brigman" (861858560) 00:13:33.439 --> 00:14:00.799 Set action step that fits the reasoning behind the manual edit. HFS vetted the preset action steps before we went live with EVV and HHA exchange, and believe that those preset action steps cover all different scenarios for why a manual edit may need to occur. If you have a con. 43 "Emily Brigman" (861858560) 00:14:00.799 --> 00:14:20.799 Concern regarding the preset action steps, please relay those concerns to HFS.EDV@Illinois.gov. At present HFS and HHA exchange encourage utilization of the preset actions action steps over using another flag to require note, which means. 44 "Emily Brigman" (861858560) 00:14:20.799 --> 00:14:30.329 You're selecting that option and adding a note in to describe the rationale for the manual edit. 45 "Emily Brigman" (861858560) 00:14:30.329 --> 00:14:50.219 We covered auto placements during the last webinar, and there were some additional questions regarding auto placements. This is supported by HHA Exchange and has been covered in previous EBV town hall webinars. HHA Exchange has encouraged providers to refer to. 46 "Emily Brigman" (861858560) 00:14:50.219 --> 00:15:10.219 The EDI process tab on HHA Exchange is Illinois Information page. And if you have additional questions after reviewing that guidance, you're welcome to outreach HHA Exchange by way of their client support portal. For additional questions or concerns that you feel were not addressed. 47 "Emily Brigman" (861858560) 00:15:10.219 --> 00:15:17.489 In the written guidance provided through the EDI EDI process tab. 48 "Emily Brigman" (861858560) 00:15:17.489 --> 00:15:37.489 We've fielded some concerns from home health care providers who encountered errors in placing members in HHA exchange. And through investigation of a couple or more of those concerns, it was identified that the provider agency was entering a different. 49 "Emily Brigman" (861858560) 00:15:37.489 --> 00:16:05.719 Member identifier than the Medicaid ID or recipient identification number or ren. Home health care provider agencies billing state plan Medicaid have to submit their claim to the state with the customer's recipient identification number. The provider agency should obtain that REN from the customer ahead of service provision. 50 "Emily Brigman" (861858560) 00:16:05.719 --> 00:16:25.719 And verify that rent is accurate with HFS and there are a couple of different ways to do that. That's either by accessing the HFS Medi system, which all Medicaid providers have access to or calling the HFS participant eligibility information automated voice response system or a. 51 "Emily Brigman" (861858560) 00:16:25.719 --> 00:16:40.949 AVRS. We've included links to those resources in the presentation today. You're welcome to email HFS.EVV@Illinois.gov for those links as well. 52 "Emily Brigman" (861858560) 00:16:40.949 --> 00:17:00.949 We expect to upload these slides within the next week or so. A reminder of previous Illinois EVV implementation timelines, the states started statewide implementation or HFS and HF HHA exchange did. 53 "Emily Brigman" (861858560) 00:17:00.949 --> 00:17:22.129 With DDD personal support workers, that go live date for EVV usage was 1 September of 2023, so almost a full year ago now. Home healthcare providers billing state plan Medicaid, health choice, Illinois managed care. 54 "Emily Brigman" (861858560) 00:17:22.129 --> 00:17:42.129 Care organizations and Medicare and Medicaid Alignment Initiative are MMA I managed care organizations, Division of specialized care for children and division of developmental disabilities were required to begin using electronic visit verification on 1 December of 2023. That date a lot. 55 "Emily Brigman" (861858560) 00:17:42.129 --> 00:17:54.629 Lines with the federal CMS deadline for EDV usage across Medicaid funded home health care providers. 56 "Emily Brigman" (861858560) 00:17:54.629 --> 00:18:14.629 A reminder regarding the implementation delay for aggregation of Illinois Department on aging, in home provider agencies. Those are homemaker agencies. We are not going live with IDOA implementation on 1 November. 57 "Emily Brigman" (861858560) 00:18:14.629 --> 00:18:34.629 HFS and IDOA are collaborating to establish a new implementation date, for IDOA providers. That date has not yet been established. When it is a communication will go out to impacted providers from both HFS and Illinois Department on aging. 58 "Emily Brigman" (861858560) 00:18:34.629 --> 00:18:51.149 This was covered in a July's 12th, provider notice, and forwarded to in home IDOA providers by Illinois Department on aging via email. This again only impacts. 59 "Emily Brigman" (861858560) 00:18:51.149 --> 00:19:11.149 IDOA in home providers. In other words homemaker agencies serving community care program customers. Again, credentials to access the HHA exchange system, will not be sent out until closer to when a new implementation. 60 "Emily Brigman" (861858560) 00:19:11.149 --> 00:19:36.779 Date is established. If you are an in home IDOA provider, with lingering questions or concerns regarding choosing between retaining your 3rd party EVV vendor or transitioning to the free HHA exchange solution, please relay those questions and concerns to IDOA by way of their EVV inbox. 61 "Emily Brigman" (861858560) 00:19:36.779 --> 00:20:01.309 Yeah, at this time, the state, including Illinois Department of Healthcare and Family Services Bureau of Waiver Operations Management staff, DSCCC, and DDD are reaching out to providers who are showing up as inactive with EVV that. 62 "Emily Brigman" (861858560) 00:20:01.309 --> 00:20:21.309 That could very well be because the provider agency is not currently serving Medicaid customers, and if that is the case, the state encourages your agency to let prob let the person reaching out to you know that you're not currently serving Medicaid customers, and. 63 "Emily Brigman" (861858560) 00:20:21.309 --> 00:20:41.309 And to relay to the state whether or not you plan to serve Medicaid customers in the future. If you don't plan to serve Medicaid customers in the future, then it's possible that we need at the state your agency to adjust your impact enrollment to. 64 "Emily Brigman" (861858560) 00:20:41.309 --> 00:21:10.399 Reflect that you are not serving customers who are receiving services that are in scope for electronic visit verification requirements. Specific to electronic data interchange providers, are those EDI, by EDA providers we mean we mean provider agencies using a 3rd party EVV system. If you're still going through the integration process, please let the state know. 65 "Emily Brigman" (861858560) 00:21:10.399 --> 00:21:30.399 Please tell the state where you're at, when you're outreached with the integration process, we want to know, have you completed testing with HHA exchange? Has HHA Exchange provided you feedback on that testing? Are you, have you completed integration altogether? And if so. 66 "Emily Brigman" (861858560) 00:21:30.399 --> 00:21:50.399 So why is your agency not yet transmitting data to HHA exchange? We need to know these, these scenarios in order to appropriately track compliance on our end. We are monitoring from week to week provider EVV usage. 67 "Emily Brigman" (861858560) 00:21:50.399 --> 00:22:13.049 And we do expect that for DDD personal support worker agencies and for home health care provider agencies subject to EV EDV requirements beginning 31 December 2023, that integration will occur NO later than 3 September. 68 "Emily Brigman" (861858560) 00:22:13.049 --> 00:22:30.419 Or excuse me 30 September 2024. If at the point of 30 September 2024, integration has not occurred between a 3rd party vendor and HHA exchange, the state does expect that. 69 "Emily Brigman" (861858560) 00:22:30.419 --> 00:22:50.419 The provider agency will use the free HHA Exchange solution until integration occurs between their 3rd party vendor and HHA exchange. 70 "Emily Brigman" (861858560) 00:22:50.419 --> 00:23:10.419 If a provider agency is not currently providing in scope EVV services, so Medicaid funded personal Care Services or Medicaid funded home health services, we encourage the provider agency to adjust their impact enrollment to reflect that they are not providing those services. 71 "Emily Brigman" (861858560) 00:23:10.419 --> 00:23:32.929 We have a looming impact revalidation going on with Medicaid funded providers to adjust your impact enrollment. You can access the impact website or call the impact hotline number. We are. 72 "Emily Brigman" (861858560) 00:23:32.929 --> 00:23:56.599 Are monitoring EVV compliance as of now for in scope provider agencies. We will not begin issuing, we will not start the clock for compliance monitoring until notification to providers, formal notification. On the HFS side. 73 "Emily Brigman" (861858560) 00:23:56.599 --> 00:24:13.469 We have a draft provider compliance policy for state plan hunt funded home healthcare providers, that is undergoing leadership review and will be released once HFS leadership approves that policy. 74 "Emily Brigman" (861858560) 00:24:13.469 --> 00:24:31.109 We want to give a heads up to provider agencies of what that policy includes, and it includes an expectation that 50 % of overall visits are compliant with 25th 1st century. 75 "Emily Brigman" (861858560) 00:24:31.109 --> 00:24:51.109 Federal 21st century Cures Act requirements within the 1st six months that the state starts monitoring compliance. Right now we're looking to see where you're at with EDV usage. Once we formally notify state provider agencies that we're beginning to start the clock of compliance monitoring. 76 "Emily Brigman" (861858560) 00:24:51.109 --> 00:25:15.869 That starts the six month period to attain 50 % overall visit compliance. By twelve months we expect 75 % overall visit compliance. If at the point of twelve months, the provider agency does not have at least 75 % overall visit compliance. 77 "Emily Brigman" (861858560) 00:25:15.869 --> 00:25:35.869 The state will be issuing what we refer to as a compliance action plan. That will need to be developed by the provider agency in which the provider agency outlines remediation activities and the state will need to approve that compliance action plan. Upon approval at the, of that compliance action plan. 78 "Emily Brigman" (861858560) 00:25:35.869 --> 00:26:06.229 Plan, the provider agency has 90 days to complete remediation activities and attain that 75 % overall visit compliance. If that does not occur, the state will refer the agency to HFS Office of inspector General for investigation when there has been NO remediation to under 75 % overall visit compliance. We want to remind provider. 79 "Emily Brigman" (861858560) 00:26:06.229 --> 00:26:26.229 Of the six elements required on the 20 under the 21st century Cures Act. That includes type of service performed, individual receiving the service, the date of service, the location of service delivery, the caregiver providing the service, and the time the service begins and. 80 "Emily Brigman" (861858560) 00:26:26.229 --> 00:26:49.459 It ends. The, all of these six elements need to be present in order for a visit to be counted as compliant, as well, a visit is not counted as compliant if it's manually edited. The state doesn't expect that all visits are going to be 100 % compliant. They're going to be caregivers who miss a clock in or. 81 "Emily Brigman" (861858560) 00:26:49.459 --> 00:27:10.819 Clock out time. There's going to be an emergency that takes place every now and then or a customer who doesn't answer their door to receive services. Again, we don't expect 100 % compliance, but we expect at this point, almost a year in for implementation for dd. 82 "Emily Brigman" (861858560) 00:27:10.819 --> 00:27:26.819 AD, personal support workers, and almost nine months into implementation for home health care providers that there are efforts on the provider agency part to increase overall visit compliance among their caregivers. 83 "Emily Brigman" (861858560) 00:27:26.819 --> 00:27:51.439 Okay Social security number requirement. As a reminder, the state issued a provider notice and discussed this requirement on the last two EVV town hall webinars. The requirement is that providers, provider agencies using the free HHA exchange solution. 84 "Emily Brigman" (861858560) 00:27:51.439 --> 00:28:11.439 Need to track caregivers by full social security number within the HHA exchange system. If provider agencies are using a 3rd party vendor, the provider agency needs to track caregivers by full social social security number in their 3rd party EVV system and transmit that caregiver day. 85 "Emily Brigman" (861858560) 00:28:11.439 --> 00:28:31.409 Yeah, two HHA exchange, and this needs to be completed by 17 October 2024. We will get into privacy concerns here. We will also get into programming updates to alleviate some of the provider concerns that we fielded at HFS and. 86 "Emily Brigman" (861858560) 00:28:31.409 --> 00:28:51.409 And that HHA Exchange customer support staff had field it. We're going to go over the state's rationale for requiring full social security number. A lot of this was covered during the last EVV town hall webinar. However, we recognize that. 87 "Emily Brigman" (861858560) 00:28:51.409 --> 00:29:21.679 Provider agencies on the call today and those provider agencies that have a outreached HFS.EVV may not have attended the last EDV webinar. We understand that at the start point for implementation, the state had NO social security number requirement. However, we've gone through a lot of learning experiences over the last year. We've also consult conduct or consulted with HFS office. 88 "Emily Brigman" (861858560) 00:29:21.679 --> 00:29:41.159 Inspector general. That is the entity that investigates fraud, waste and abuse across Medicaid funded services or providers who provide Medicaid funded services. And we also consulted with the administrative staff within HFS division of medical programs. 89 "Emily Brigman" (861858560) 00:29:41.159 --> 00:30:01.159 Both sets of staff recommended collection of full caregiver social security number. This aids the state in tracking caregivers who bill multiple home and community based programs for service provision. It aligns. 90 "Emily Brigman" (861858560) 00:30:01.159 --> 00:30:21.159 With the overall intent of the 21st century Cures Act, which is to en ensure that customers are receiving the services that they've been, that have been planned for the customer, with the customer and with the respective case manager. It's to promote customer safety and well being and. 91 "Emily Brigman" (861858560) 00:30:21.159 --> 00:30:52.309 To ensure integrity of Medicaid dollars. This allows HFS at the state level, the state Medicaid agency to ensure we can compare clock in clock out data to all paid claims associated with the individual worker, whether that work worker is working for a provider agency or is an independent provider. We had some comments during the last town hall, question. 92 "Emily Brigman" (861858560) 00:30:52.309 --> 00:31:12.309 Questions why, why can't we collect date of birth or only the last four digits of the social security number? That is because the full social security number is unique to the individual. It does not change and it follows an individual worker or provider across different EVV sit. 93 "Emily Brigman" (861858560) 00:31:12.309 --> 00:31:32.309 Systems and and nationally. HFS OIG, and, the HHS HHS at the federal level track caregivers who have been investigated and substantiated for fraud waste abuse. 94 "Emily Brigman" (861858560) 00:31:32.309 --> 00:31:42.209 An abuse in their databases, and that includes the caregiver's social security number. 95 "Emily Brigman" (861858560) 00:31:42.209 --> 00:32:02.209 We've, we have, at the state and HHA exchange has fielded concerns regarding caregiver privacy. E.g., provider agency admin reports that caregivers are uncomfortable with their full social security numbers being present either within the HHA exchange exchange. 96 "Emily Brigman" (861858560) 00:32:02.209 --> 00:32:27.199 System or a 3rd party system. Again, the state before they onboarded HHA Exchange as a vendor had to conduct an in depth security review. That was conducted by hfs's chief security officer to not just verify hit trust and HIPAA compliance on HHA exchanges part. 97 "Emily Brigman" (861858560) 00:32:27.199 --> 00:32:54.619 But to review service organizational control reports, that are required at a federal level, we receive monthly security reporting from HHA exchange at the state. When we underwent our operational ready readiness review with federal CMS HHA Exchange had to present security reports to federal CMS and their partners. 98 "Emily Brigman" (861858560) 00:32:54.619 --> 00:33:15.049 On a quarterly basis HHA Exchange is expected to transmit security reports to both federal CMS and the state, and we also do an annual security assessment. At the point of EVV certification review with federal CMS, there will be yet another. 99 "Emily Brigman" (861858560) 00:33:15.049 --> 00:33:23.909 Your in depth security review of HHA exchange si HHA exchanges system. 100 "Emily Brigman" (861858560) 00:33:23.909 --> 00:33:43.909 We are aware at H HFS of concerns regarding the caregiver search screen within HHA exchange. We addressed during the last town hall that HHA Exchange will be issuing a program update that masks not just the last four. 101 "Emily Brigman" (861858560) 00:33:43.909 --> 00:34:13.409 Four digits of the social, not just that masks all but the last four digits of the social security number on the caregiver search screen as well as the caregiver's date of birth. The only user that will have access to view the full social security number is the provider agency admin. We will issue an update on when that programming update will occur hopefully by the next EDV town hall webinar. 102 "Emily Brigman" (861858560) 00:34:13.409 --> 00:34:33.409 If not sooner. HHA Exchange will address that programming during their presentation as well. We are also aware of a request from one or more provider agencies to allow for agencies to enter. 103 "Emily Brigman" (861858560) 00:34:33.409 --> 00:34:53.409 Social security numbers, full social security numbers directly into the HHA exchange system and not continue to transmit those full social security numbers to HHA exchange from a 3rd party system. That question has been posed to HHA Exchange's EDI staff, and we are aware. 104 "Emily Brigman" (861858560) 00:34:53.409 --> 00:35:19.069 Getting feedback. At this time it sounds like a fea feasible, process. However, it would require the provider agency to consult with their 3rd party vendor on programming updates on that 3rd party vendor's end to stop sending full social security number as a caregiver identifier. So there's more to come with that, but we. 105 "Emily Brigman" (861858560) 00:35:19.069 --> 00:35:45.829 I wanted to make it a point to acknowledge that request and address it during today's EVV town hall webinar. Any updates regarding the social security number requirement will be relayed probably during the next EVV town Hall webinar, as well as via HFS provider notice. And with that, I have concluded the state presentation and. 106 "Emily Brigman" (861858560) 00:35:45.829 --> 00:36:06.480 And I'm going to turn it over to Sean Bowen with HHA Exchange to present on behalf of HHA exchange. 107 "Shawn Bowen" (3056861696) 00:36:06.480 --> 00:36:31.459 Thank you Emily. Just bear with me as I get this pulled up here. And as a reminder, if you guys have questions for HHA exchange, it's just me on today, so, we'll certainly take those back after the meeting and get back to you like Emily started the presentation with today, so. 108 "Shawn Bowen" (3056861696) 00:36:31.459 --> 00:36:51.459 Okay, uh. 109 "Shawn Bowen" (3056861696) 00:36:51.459 --> 00:37:01.188 Okay, can everyone see my screen? Emily? 110 "Emily Brigman" (861858560) 00:37:01.188 --> 00:37:04.230 Yes Sean. Okay, thanks so much. 111 "Shawn Bowen" (3056861696) 00:37:04.230 --> 00:37:32.999 All right. So I'll go ahead and go through this. A lot of the stuff that we cover at the very beginning just gonna be stuff we cover every week. So here is our agenda and I'll keep on moving through here. So at HJH exchange, we have myself, Sean Boeing, senior project manager here, state implementations, also working with like IDOA and Doors that we're bringing along too, so helping out with those. And decrease Sweennie, who's not able to join today, but she's been presenting on these usually, director of her customer success. 112 "Shawn Bowen" (3056861696) 00:37:32.999 --> 00:37:52.999 We wanted to cover a few of the recent hot topics or just things that have been coming up over and over again here. So, one of the big pieces that, you know, Emily just spoke on a bit here and we're kind of continuing on is the tracking caregiver by social security number, the provider. So, you know, states issued guide us. 113 "Shawn Bowen" (3056861696) 00:37:52.999 --> 00:38:24.289 The agency should begin using the full, provider's social security number to track them in HHA exchange. That's either EDI to send those to us or inside the app itself. So what does that mean for the caregivers and the agencies using HHA exchange? Basically they will need to update the existing caregiver profiles to include the full social security number and create new profiles with this going forward. So anything you're doing moving forward, make sure you're entering that and you might need to go back and update to the full, if you haven't done so. 114 "Shawn Bowen" (3056861696) 00:38:24.289 --> 00:38:51.890 The caregiver doesn't need to do that especially in like the mobile app, right? So that will fully carry over and make sure that it's all synced together. For the 2nd part here, what does it mean for your EDI agencies? So they'll need to update that existing caregiver profile to include the full social security number via the API and send the new records with this going forward. The caregiver ID, employee ID, external ID might be called, called those different things in the vendor system. 115 "Shawn Bowen" (3056861696) 00:38:51.890 --> 00:38:58.740 Will remain the unique identifier for each caregiver profile. 116 "Shawn Bowen" (3056861696) 00:38:58.740 --> 00:39:18.740 Alright, so we've seen a few questions on this, but you know, however they need to send it, they can work with our team to kind of get those configurations and pieces, but it is required to have the full number, so that's what we're, you know, hoping to work towards here. The next thing that we had is adding multiple disciplines to carry. 117 "Shawn Bowen" (3056861696) 00:39:18.740 --> 00:39:38.740 Caregivers. So this is, you know, inside of HHA exchange or maybe in the file type you're sending over, but essentially the caregivers with multiple disciplines, which they could, you know, service RNLN LPN sometimes or like PTOT if those are like sometimes matched together. So what we say is the EDI providers should add both. 118 "Shawn Bowen" (3056861696) 00:39:38.740 --> 00:40:02.990 Both as provider type to ensure data processes accordingly. Not too much else to go through on that. It's kind of a simple answer. Here's an example here, in the screenshot of the table, right? So if they just go ahead and add both of those skilled or non skilled, right? Possible values, that way we'll be able to accept both and there's NO, issue. 119 "Shawn Bowen" (3056861696) 00:40:02.990 --> 00:40:08.760 Do between those. 120 "Shawn Bowen" (3056861696) 00:40:08.760 --> 00:40:28.760 All right, I'll keep on moving here. Adding multiple disciplines to caregivers in HG exchange system. So when you're setting up that caregiver here and here's a screenshot posted under the caregiver tab, you can add multiple disciplines right in there. So you can update or just add this when you're 1st. 121 "Shawn Bowen" (3056861696) 00:40:28.760 --> 00:41:00.710 Is creating them, but under that employment type, you'll see, you know, big blue arrow here pointing, you can select multiple of those for a caregiver and that way they'll, they'll be added to the service or be able to complete the service needed for that specialty type. Updating members accepted services, so on the members side, members accepting multiple services, we will update the accepted services on the members. 122 "Shawn Bowen" (3056861696) 00:41:00.710 --> 00:41:20.710 Profile. So for instance, we have this member in here, John Doe obviously just a generic made up one for our example in the screenshot, and under their profile where this blue rectangle is, at the bottom, very similar to the caregiver screen is the member preference here, right? And they can accept. 123 "Shawn Bowen" (3056861696) 00:41:20.710 --> 00:41:33.000 Accept any of these that are checked, so in instances where we need to add multiple services, you will check multiple of those boxes and just click save from there. 124 "Shawn Bowen" (3056861696) 00:41:33.000 --> 00:41:53.000 So having both of those in place will ensure that there's NO conflicts or issues assigning, accepting or completing those services. Alright, I'll keep moving here. For service codes, we have a couple updates on these. For PTN. 125 "Shawn Bowen" (3056861696) 00:41:53.000 --> 00:42:21.470 OT codes, with the disciplines G 151G151U2 and G 50G1 52 and 01:52 you two, sorry, a little bit of a tongue twister. We've made updates on those. So system related updates are being made to accept either PT PTA and OTOTA services as appropriate for EVV, and impacted providers will receive outreach from HHA Exchange once those updates are. 126 "Shawn Bowen" (3056861696) 00:42:21.470 --> 00:42:47.480 Completed, confirming that both types of visits will now be accepted. So, you know, we've gotten tickets in. We, we've heard from certain providers we've been working with on this. We've also been working with HFS to understand the impacts here. So this is something that's being put in place to kind of resolve that potential issue for any that are currently outstanding, right? So that we can get back to you, let you know that that's been resolved. And then moving forward, we'll hope to avoid the. 127 "Shawn Bowen" (3056861696) 00:42:47.480 --> 00:43:04.230 These based on the updates that are being made, and if you still continue to have questions or issues on this, please reach out. You can reach out specifically to like HFS and they can forward that to HHA Exchange on this specific question so we can make sure that you have those issues resolved. 128 "Shawn Bowen" (3056861696) 00:43:04.230 --> 00:43:28.220 Yeah, so for the EDF provider FAQ, I'm just gonna keep moving through these, like I said today, we'll get to your questions afterwards. We'll have to follow up post this meeting to really get through some of these HHA exchange questions. So please just continue to submit them in chat. We we certainly will read them and. 129 "Shawn Bowen" (3056861696) 00:43:28.220 --> 00:43:48.220 HFS gets a list of all those questions after the call, so we'll have those to review and make sure that you guys specifically get your questions followed up on. And if it's anything that's for the general provider, you know, public, we'll include those for next town hall or if we need to send those out, we'll make sure that everyone's filled in. So continuing to move through here EDI provider. 130 "Shawn Bowen" (3056861696) 00:43:48.220 --> 00:44:14.810 For FAQ. So on the FAQ, there's three separate API processes that can run concurrently between an agency's EVV vendor and HHA exchange. If you're utilizing this workflow, it is your agency's responsibility to work with your vendor on how these processes are managed as it's unique to each vendor. You know, we work with hundreds of potential vendors here, right? And. 131 "Shawn Bowen" (3056861696) 00:44:14.810 --> 00:44:34.810 Each one may have a certain workflow that they need to do, and we don't dictate those on our side. We are able to match and accept them, but we cannot dictate how they send or and we don't know that specifically, right? So each agency will need to work with the vendor. The vendor can reach out to us, we can help support that, but, you know, the agency will need to work with the. 132 "Shawn Bowen" (3056861696) 00:44:34.810 --> 00:44:54.480 Vendor to ensure those processes are managed. If you're unsure on the workflow, ask your EVB vendor about the tools in place for processing and monitoring, and down here is the example of basically what they need to capture and send with the three swim lanes caregiver data, authorization data, and visit data. 133 "Shawn Bowen" (3056861696) 00:44:54.480 --> 00:45:19.910 Okay, keep on moving here on FAQ for EDI for file processing. So resources to manage API process or rejections are on the HHA Exchange info hub. To one of the questions I put the info info hub, link in there should be on the resources here at the end of the presentation as well. So you guys have a. 134 "Shawn Bowen" (3056861696) 00:45:19.910 --> 00:45:44.870 A link to that and there's a specific tab on here for EDI process. Just a general great resource for any time you have an EDI question, it's really likely that it's, you know, covered at some capacity on this page here. There's also your links to create a ticket or do other, questions and answers on here as well as the FAQ document that we have. So, you know, obviously this. 135 "Shawn Bowen" (3056861696) 00:45:44.870 --> 00:46:00.120 To be like, you know, favorited or bookmarked in your web browsers so you can always reference that. This is for the market. This is really the, the contents controlled by HFS and, you know, making sure that this is all for the market. We just kind of house and present it here. But. 136 "Shawn Bowen" (3056861696) 00:46:00.120 --> 00:46:20.120 Anyway, the EDI process tip sheet is right here is highlighted and seen, and those links for the requirements are below, alright, for visit rejections, we've had some questions on what kind of rejections might come or or what those might look. 137 "Shawn Bowen" (3056861696) 00:46:20.120 --> 00:46:40.120 Look like and who should own them. So we've, we got a table here that breaks down some of these. We have the contract on the left column, right? DDD, DSCC, HFS waivers, mcos, right? Which programs they fall under and. 138 "Shawn Bowen" (3056861696) 00:46:40.120 --> 00:47:00.980 Then the member placement and authorization responsibility. So this goes into when are we having an authorization, when should those be there? Who do we follow up with? So this should help you figure out at least where to go if you do have questions on those rejections, how to fix them, who owns that source. 139 "Shawn Bowen" (3056861696) 00:47:00.980 --> 00:47:13.920 Data. So this is a good table to just kind of keep as a reference, to, you know, go back on when you do have questions or you need to figure out, you know, where to go for these. 140 "Shawn Bowen" (3056861696) 00:47:13.920 --> 00:47:33.920 For visit rejections for MCO services where the authorizations are required and sent by the MCO, please reach out to the MCO team to inquire on your member or authorization status, ok? So let's say that we have an Aetna, you're expecting an Etna authorization for a certain service, right? 141 "Shawn Bowen" (3056861696) 00:47:33.920 --> 00:47:53.920 And there's a rejection there, saying not found or, you know, this is EDI related, so when you get that back on the vendor side saying not found or there's an issue placing, right? Really, you're gonna go to the MCO, you're gonna contact your Aetna relations there, your provider escalation path, your provider support. 142 "Shawn Bowen" (3056861696) 00:47:53.920 --> 00:48:19.970 On their team and just ask them about that because they have the source data, right? The member file mostly is going to come from HFS, so the mcos will work with HFS. We have a, a kind of a big netting where we're working across everyone together and kind of partnering here, but it's always best to work reach out to the MCO 1st cause their data is being sent out of their source system and they're the only ones that have that direct access to it. 143 "Shawn Bowen" (3056861696) 00:48:19.970 --> 00:48:39.970 So they can tell you the exact issue that they see with an authorization. Maybe it failed loading into our system because there's an issue with it. So there's multiple paths that they will own and look into, but they'll have all that data specifically. Once they maybe direct you in a, another direction or if they're not able to solve it, you can, you know, submit tickets and request. 144 "Shawn Bowen" (3056861696) 00:48:39.970 --> 00:48:59.970 Less further outreach on an integration or EDI standpoint, but that should be absolute last resort because what will happen then is that we'll have to just go back to the mcos anyway. That's, that's the process. So you reaching out to the MCO directly is gonna be the fastest path for everyone to get that done. And what most likely should happen is the MCO is A gonna tell you. 145 "Shawn Bowen" (3056861696) 00:48:59.970 --> 00:49:19.970 Oh yeah, we know that that failed when we tried to load it because of xyz. We're fixing it and we're reloading it or B, thanks for telling us we didn't know that was failing, let us fix it and reload it. And then it should kind of work. So ideally that's the overall solution and you know you should be empowered to kind of own that from the vendor to the MCO relationship and kind of. 146 "Shawn Bowen" (3056861696) 00:49:19.970 --> 00:49:23.760 Monitoring those. 147 "Shawn Bowen" (3056861696) 00:49:23.760 --> 00:49:43.760 And then that authorization workflow for, you know, those, those different, agency excuse me, the, the different programs that we have here, could be different because some require us, some don't, sometimes do for the service codes, so that's always one thing that I totally acknowledge it, you know, it varies a lot depending on how much your agency supports. 148 "Shawn Bowen" (3056861696) 00:49:43.760 --> 00:50:00.840 But, you know, being in tune with those, having that reference on the info center of when those, you know, do require an authorization, which services, it's always a good reference to go back to and make sure that you're aligned on what should be happening as well. 149 "Shawn Bowen" (3056861696) 00:50:00.840 --> 00:50:20.840 Okay, for IDOA provider status, so providers integrated for Illinois department on aging members specifically. The integration with IDOA and HHA exchange is not active at this time. So when we say integration, we means that there's NO data being exchanged. However, you can still work on getting. 150 "Shawn Bowen" (3056861696) 00:50:20.840 --> 00:50:40.840 Getting that up to speed and getting that integration set up so that when it is ready to go live, you're able to send that data, right? Depending on your vendor and what they're able to do at this time, you may not need to take any action. The integration is going to remain valid and work and be ready to go. We're just not gonna have. 151 "Shawn Bowen" (3056861696) 00:50:40.840 --> 00:51:00.840 Have that data flowing at this point in time. So what that means is if you do get it set up, which is totally fine and even preferred that you go ahead and start working down that path, is that you're going to potentially receive rejections for those because there's NO data for it to match in the HHA exchange system. 152 "Shawn Bowen" (3056861696) 00:51:00.840 --> 00:51:04.980 Because we're not getting that from IDOA yet. 153 "Shawn Bowen" (3056861696) 00:51:04.980 --> 00:51:21.420 So I'll take a pause there and just let everybody think about it before I move forward. You know, the overall steps here are listed out on this kind of provider timeline below or kind of the process below where you still have to do the same things where we'll complete the enrollment form, get your. 154 "Shawn Bowen" (3056861696) 00:51:21.420 --> 00:51:41.420 Vendor to complete the API configuration support ticket, complete your LMS and get those HHA exchange portal. Some people have gotten that already. Some people for starting now may not exactly get that yet. So just a caveat on that if you haven't gotten it, it won't, it may not come until we start back up that process. 155 "Shawn Bowen" (3056861696) 00:51:41.420 --> 00:52:01.420 And everyone will be communicated out to when that's going to happen. If some of you remember back in the spring, we were starting those communications, we're gonna basically restart that process once idea comes back into scope and starts moving forward again. So this will happen, it will come again. No need to reach out or be concerned if you don't have. 156 "Shawn Bowen" (3056861696) 00:52:01.420 --> 00:52:21.420 Of this piece yet. You know, that's TBD on when we're going to do it. I saw some questions earlier about like timing and when you have to go back on it. All in process, all in work with HFS and IDOA, certainly realized that, you know, there's been a little bit of a gap here, so we want to make sure we support you. But overall, if you've gotten to step. 157 "Shawn Bowen" (3056861696) 00:52:21.420 --> 00:52:43.880 Three, if you're not getting any, if you don't have what you feel like you need there, it's ok for right now, it will come once we start back on the implementation. We're, you're going to have plenty of time to do that. Again, HFS is, you know, working with them closely. They're a great partner, they're very concerned about all the providers and agencies in the market. Gotta make sure that you guys have plenty of time to kind of get into that ramp. 158 "Shawn Bowen" (3056861696) 00:52:43.880 --> 00:53:03.880 Up process. So yeah, we'll we'll we'll communicate that out early as possible. We'll make sure that you know the timelines of when these things are coming, and then you'll be able to proceed on getting that visit data to actually move over into the 4th step. But that'll be on hold for everyone until we have source data to match it again. 159 "Shawn Bowen" (3056861696) 00:53:03.880 --> 00:53:13.320 From the IDOA either the agencies or the Fever Service, program itself. 160 "Shawn Bowen" (3056861696) 00:53:13.320 --> 00:53:33.320 All right. Moving forward, it's a question of manual visit confirmation at HHA exchange, so I'll just go ahead and get into that. So, again, in our portal visit confirmations can be manually added or EVV confirmed times can be updated in the system as needed. This up this con. 161 "Shawn Bowen" (3056861696) 00:53:33.320 --> 00:53:48.540 Concept here applies to anyone and everyone doing EVV anywhere where any visit that is manually added or edited is going to count as a manually edited visit, and it requires the agency to indicate. 162 "Shawn Bowen" (3056861696) 00:53:48.540 --> 00:54:08.540 A, the visit edit reason. So why are you manually editing this visit? And B, the visit edit action taken. What action was taken to validate that the service has occurred? A lot of questions on this sometimes cause they automatically assume, oh, well, this is a bad thing if it's gonna look like a manually edited visit, but it's not. It means. 163 "Shawn Bowen" (3056861696) 00:54:08.540 --> 00:54:33.810 Is that you're taking action and really addressing the fact that it needed to be edited and there's multiple reasons why we'll show that here in a 2nd, that it could happen. Fairly common to do so. We don't want it to be the majority of your visits obviously, but it's just going to naturally happen and that's why this exists, and then, you know, understanding that you guys are taking those actions, you know how to do it to make sure that those services occurred is a big key piece to ensuring that we're getting those visits confirmed. 164 "Shawn Bowen" (3056861696) 00:54:33.810 --> 00:54:55.490 Okay on to this next page I just kind of alluded to this. So, the visit edit reason are here in the left hand column. Please keep in mind that these are put in place by HFS. They've worked with us to kind of figure out the right items to put in here. So these are reasons that you might use to or might need because of visit was. 165 "Shawn Bowen" (3056861696) 00:54:55.490 --> 00:55:12.990 Edited. So make sure that one of these are selected and then on the right are the potential edit action steps taken, right? So these are the ones that you're going to select to basically solve or confirm why that visit was edited in the 1st place. 166 "Shawn Bowen" (3056861696) 00:55:12.990 --> 00:55:36.410 Yeah I'll take a pause here if anyone takes a screenshot or just look at it, but we're not gonna go through each one of these. We'll send this out later that you can have and again, can take a little screenshot, keep notes of this stuff for you if you ever need to reference it. These are in the dropdowns for you in Hha Exchange, so you'll have these available. You don't have to memorize them or kinda. 167 "Shawn Bowen" (3056861696) 00:55:36.410 --> 00:55:55.830 You have a cheat sheet to go off of, but just so everyone knows, these are, these are static, which means that they shouldn't change unless HFS chooses to change them based on a market condition, which I'm sure that they'll explain to everyone when that would happen, but otherwise these are pretty set and these are gonna be standard from kind of here on out. 168 "Shawn Bowen" (3056861696) 00:55:55.830 --> 00:56:19.560 Okay, for, for providers to manually confirm a visit or update the confirmation time provided through EBV, you'll go to the member profile, you'll select the calendar from the top left menu in our software. You'll select the visit that's in question. 169 "Shawn Bowen" (3056861696) 00:56:19.560 --> 00:56:39.560 Right, so under the calendar, under the members calendar, you're gonna see that visit, and you're gonna select the button that says visit info right there on the menu, ok? When that's done, you're going to add the start and end time for the visit or update the time from the EVB confirmation if it needs to be edited or changed. And then you're gonna do a. 170 "Shawn Bowen" (3056861696) 00:56:39.560 --> 00:57:05.930 Exactly what we just went over the last two slides where you're going to add the visit edit reason and the action taken, right? If the times are ok, we're just going to add that visit edit reason and the action taken, and we're gonna select save to make sure that everything's completed on there and it's fully documented to show. For the EDI 3rd party, it says NO manual entry is required in the, you know, HHA exchange. 171 "Shawn Bowen" (3056861696) 00:57:05.930 --> 00:57:35.600 System. If the visit start and end time is different than the EVV start and time, the visit edit reason and action taken will be required to import the visit, right? So that needs to be required on the, on the vendor side, and the imported data that we receive. Refer to the API tech spec for caregiver import details or specific column or data points for those. They should match similar to the last. 172 "Shawn Bowen" (3056861696) 00:57:35.600 --> 00:57:55.600 Screen that I just showed as well for the vendor and for inquiries or other assistance, you know, create a support ticket via the provider EDI integration help desk. If the vendor has questions on what those reasons are, how they display it, certainly make sure that they can create that ticket or if you guys are seeing those come back or any questions on those. 173 "Shawn Bowen" (3056861696) 00:57:55.600 --> 00:58:04.230 Our EDI team can help you kind of acknowledge and go through those. 174 "Shawn Bowen" (3056861696) 00:58:04.230 --> 00:58:24.230 There is a note here and I've kind of mentioned it or you know at points and we've mentioned it before, that any of these that are manually added or edited will NO longer be considered EVV compliant. And again, that comes across like, hey, that's a kind of a scary bad thing, but at the same time, this is a natural occurrence it's accounted for when. 175 "Shawn Bowen" (3056861696) 00:58:24.230 --> 00:58:44.230 Rates are looked at and when, you know, just being understanding to your situation, providing service that this just happens sometimes, so making this, the visit at a reason and the action taken are what helps prove that we needed to to not be compliant for EVV, that we needed to put in these items to ensure that we had a. 176 "Shawn Bowen" (3056861696) 00:58:44.230 --> 00:59:04.230 The visit confirmed and completed the way it should have been, take those for learning at the both the agency and the direct provider level and ensure that, you know, to your best ability, it's prevented next time going forward. But again, certainly understood that it happens, but these should not be the majority of your visits is the intent here. 177 "Shawn Bowen" (3056861696) 00:59:04.230 --> 00:59:14.850 And hopefully decrease over time the more and more familiar your staff gets familiar here. 178 "Shawn Bowen" (3056861696) 00:59:14.850 --> 00:59:34.850 Okay, moving on, almost wrapping up here. Again mention this, we always like to share this and I mentioned it in a couple of answers here, but, you know, our provider resources, our client support portal, here's the link here at the bottom. It's the same one, you know, we've been using for quite some time. If you have specific questions, just make sure you select the specific. 179 "Shawn Bowen" (3056861696) 00:59:34.850 --> 00:59:51.390 Portal to go to here for our support and you can also search for information if you have just general questions, you want to try to find that answer quickly yourself, you can go ahead and search in that search bar, maybe you'll find what you need right there. 180 "Shawn Bowen" (3056861696) 00:59:51.390 --> 01:00:11.390 For our customer care, technical customer support, when you're clicking submitting this ticket again to the same link here above, please always include your agency tax ID. Tax ID is how you're marked in our system and how our support team will know you best. You know, sometimes agencies have different names or doing business. 181 "Shawn Bowen" (3056861696) 01:00:11.390 --> 01:00:31.390 Has and can kind of get messy sometimes, so just that tax ID will always make sure we have exactly the folks that we're speaking to. We know where to, you know, follow up with that data in system. The explanation of the issue and steps taken to re reproduce the issue if you're able to. Any examples and screenshots are always helpful. So, you know, specific members. 182 "Shawn Bowen" (3056861696) 01:00:31.390 --> 01:01:04.910 Specific issues that you're seeing it on. Sometimes it's just that one member or sometimes just that one spot, and there was maybe something done wrong, but it helps us find exactly what it was so we can both help you resolve and help learn about that moving forward and then any other details. And then, you know, make sure you're selecting the right team on that previous screen. There was those different portals, so our technical customer care team, which is our technical assistance navigating software, error messages, portal login, help, etc. Or the provider EDI integrations so that's all the folks with EDI questions on. 183 "Shawn Bowen" (3056861696) 01:01:04.910 --> 01:01:29.240 Any of those topics we have dedicated EDI support team to help you out there. Last resource here is our knowledge base. This just helps you learn. There's documents, videos and resources here for basically anyone in everyone that might have any interaction with Hha Exchange here. There's some general videos that you can click on and learn through here, but there's also the search, and these are very short video. 184 "Shawn Bowen" (3056861696) 01:01:29.240 --> 01:01:51.410 Videos, so the idea is that you can find something that you're looking for and watch a very pointed, short video on it so you don't have to worry about going through a 20 min video and trying to find the exact parts you need. Lastly, I mentioned the state info hub, shared it in chat earlier, but also here is gonna be the link. This is again, please everyone. 185 "Shawn Bowen" (3056861696) 01:01:51.410 --> 01:02:10.950 And bookmark this and just go to this for any questions you have. This will pretty much point you in the direction of everything else we've shown to some, you know, point here. So, yeah, this is gonna be your best friend moving forward if you haven't used this already, definitely encourage you to. It's super helpful and we keep this up to date in real time as best as possible. 186 "Shawn Bowen" (3056861696) 01:02:10.950 --> 01:02:31.970 So we'll send this out. It has all the links here. Again, if you were able to ask some questions today, we'll take a look at those afterwards and make sure that you get answers back to them. Appreciate everyone so far, all the, all the feedback you've given us and continue to work through all these items with the state. So with that being said, Emily i'll stop sharing. 187 "Shawn Bowen" (3056861696) 01:02:31.970 --> 01:02:37.800 And I'll turn it back to you for any closing remarks. 188 "Emily Brigman" (861858560) 01:02:37.800 --> 01:02:57.800 Thank you so much, Sean. We don't have a lot of unaddressed questions in the Q and A box. I don't know whether to jump to the conclusion that maybe we're doing things right and addressing questions in the content of our presentation. If w we miss anything today, we will. 189 "Emily Brigman" (861858560) 01:02:57.800 --> 01:03:17.800 Follow up either individually or through posting final answers, to questions that are posed during the town hall webinars on our public facing HFS EVV website. There is a, sub page that is specific to EVV town hall webinar materials that. 190 "Emily Brigman" (861858560) 01:03:17.800 --> 01:03:25.800 Includes questions and answers that came up, the presentation slides as well as the recording. 191 "Emily Brigman" (861858560) 01:03:25.800 --> 01:03:45.800 Real quick, I'm going to go over a couple of questions that came in during the registration process for this town hall webinar. A reminder that the next town hall webinar is 4 September from 09:00 A.M. to 1030aM. That is our last of 6th town hall. 192 "Emily Brigman" (861858560) 01:03:45.800 --> 01:04:05.800 All webinars. After we conclude that 4 September town hall webinar, we'll regroup at the state and identify whether there's a need to continue with perhaps quarterly town hall webinars depending on the questions and concerns that we're fielding. And it maybe. 193 "Emily Brigman" (861858560) 01:04:05.800 --> 01:04:15.450 Move the state and HHA exchange to host a webinar that is specific to policy and compliance monitoring. 194 "Emily Brigman" (861858560) 01:04:15.450 --> 01:04:35.450 The 1st question that came in during the registration process, was how do provider agencies set up their 3rd party systems to implement EVV? This has been a reoccurring topic in town hall webinars, of, of the past. 195 "Emily Brigman" (861858560) 01:04:35.450 --> 01:04:55.450 But just a reminder that if you are a provider agency planning to use a 3rd party EVV system, that system needs to be integrated with HHA exchange, so that it can send your agency's EVV data to HHA Exchange on a consistent basis. At HFS. 196 "Emily Brigman" (861858560) 01:04:55.450 --> 01:05:14.850 As we as the state Medicaid agency have to have insight into all Medicaid funded services that are in scope for EDVV. So that includes personal care services like homemaker agency services and personal support worker services or or for division of real rehabilitation services. 197 "Emily Brigman" (861858560) 01:05:14.850 --> 01:05:34.850 Personal assistance services. We also have to have insight into Medicaid funded home health care services. That includes home health aid caregivers, that includes nursing services, CNA services, physical therapy, occupa. 198 "Emily Brigman" (861858560) 01:05:34.850 --> 01:05:42.270 National therapy, speech therapy, and physical occupational speech therapy assistance. 199 "Emily Brigman" (861858560) 01:05:42.270 --> 01:06:02.270 To start the integration process, you are encouraged to visit the Illinois information page posted by HHA exchange, specifically their EDI process tab. That link I believe has already been provided in the Q and A box, but it is also included. 200 "Emily Brigman" (861858560) 01:06:02.270 --> 01:06:13.080 In the slides from today's presentation. Once all of those materials are uploaded, you'll receive an email from HFS.EVV@Illinois.gov. 201 "Emily Brigman" (861858560) 01:06:13.080 --> 01:06:33.080 We anticipated it will take about a week or so to get those materials on our public facing website. The 2nd question is specific to living caregiver exemption, which I alluded to at the start of this town hall webinar. The question is, why do psws have to send our living care. 202 "Emily Brigman" (861858560) 01:06:33.080 --> 01:06:53.080 Caregiver exemption applications to access. So, this answer, was developed by division of developmental disabilities. A reminder that questions that are specific to DDD EVB policy maybe submitted to dHS.dd. 203 "Emily Brigman" (861858560) 01:06:53.080 --> 01:06:57.600 D, that's three D's EVV@Illinois.gov. 204 "Emily Brigman" (861858560) 01:06:57.600 --> 01:07:17.600 And the response is that at this time, DDD requires the access or the PSW agency receive the exemption forms so that they can be logged in the respective independent service coordinations, iscs, electronic system. This process ensures that all exemptions are. 205 "Emily Brigman" (861858560) 01:07:17.600 --> 01:07:25.260 In one place at the time of audit and or payment. Access as the financial intermediate. 206 "Emily Brigman" (861858560) 01:07:25.260 --> 01:07:45.260 Intermediary agency paying DDD psws needs to know who is allowed to submit paper time sheets and who is required to use EVD, either by way of the app or through tele telephone. For timekeeping purposes when submitting their time sheets so that there are NO payment issues. 207 "Emily Brigman" (861858560) 01:07:45.260 --> 01:07:53.460 Then if you have further questions regarding DDD EVV policy, you may email DDD at DHS. 208 "Emily Brigman" (861858560) 01:07:53.460 --> 01:08:13.460 Dot D D D EVV@Illinois.gov. Our 3rd question that was submitted during the registration process was specific to DSCC. Do visits paid by private insurance need to be exported to HHA Exchange when the patient. 209 "Emily Brigman" (861858560) 01:08:13.460 --> 01:08:27.480 Has both DSCC and private insurance coverage. We had some similar questions come up in the Q and A box today. Only Medicaid funded services are subject to EVV requirements. 210 "Emily Brigman" (861858560) 01:08:27.480 --> 01:08:47.480 So if you are a provider agency billing a, a MMA I MCO for service provision, only those services that are Medicaid funded are subject to EVV requirements. So, e.g., if you have a customer enrolled. 211 "Emily Brigman" (861858560) 01:08:47.480 --> 01:08:54.060 Old with an MMA I MCO for management of. 212 "Emily Brigman" (861858560) 01:08:54.060 --> 01:09:13.920 In the future DRS waiver services, then yes, those those services are subject to EVV requirements. EVV data must be transmitted from a home health care service agency to HHA exchange for any service that's outlined in hfs's home health fee schedule. 213 "Emily Brigman" (861858560) 01:09:13.920 --> 01:09:29.820 We addressed this topic during the 7 August EVV town Hall webinar and materials from the 7 August EVV town Hall webinar maybe accessed at our public facing HFS EVV website. 214 "Emily Brigman" (861858560) 01:09:29.820 --> 01:09:49.820 We had some questions today regarding, doors, and doors in particular, we are currently at HFS going through discovery meetings with doors and HHA exchange. Individual providers that includes personal. 215 "Emily Brigman" (861858560) 01:09:49.820 --> 01:10:09.820 Assistance that includes individual providers cnas, individual provider, rns, and individual provider lpns should continue using SAN data. We don't anticipate there will be a major change for DRS providers. At this time DRS policy reflects that. 216 "Emily Brigman" (861858560) 01:10:09.820 --> 01:10:28.530 That homemaker agencies and home health agencies billing doors for service provision unless they have under ten staff need to secure their own EVV system and transmit that data to sand data which is drss's EVV aggregator. 217 "Emily Brigman" (861858560) 01:10:28.530 --> 01:10:48.530 We plan to fold the Q and A from today's meeting into existing Q and A for, our public facing website. If you have additional questions between now and our next EDV town hall webinar. 218 "Emily Brigman" (861858560) 01:10:48.530 --> 01:11:08.530 That you would like to be addressed during the 4 September EVV town hall, please submit them to HFS.EVV@Illinois.gov and a reminder again that if you have utilized the HF HHA Exchange Client support portal and feel as though there has not been resolution to your question or concern. 219 "Emily Brigman" (861858560) 01:11:08.530 --> 01:11:28.530 You may submit that concern to HFS.EVV@Illinois.gov. Please include your agency name, the ticket number that was assigned when you submitted it to the client support portal, your ten, your tax ID number, and a summary of the concern. We will at HFS escalate that. 220 "Emily Brigman" (861858560) 01:11:28.530 --> 01:11:45.900 Concerned to HHA exchange project management staff for investigation, but they need those identifiers in order to adequately investigate the situation and determine why the situation wasn't resolved. I also want to an issue in a reminder that when you submit. 221 "Emily Brigman" (861858560) 01:11:45.900 --> 01:12:05.900 A concern or inquiry to HHA Exchange's client support portal. Feedback from HHA Exchange customer support staff, is entered into the portal and you will receive an email letting you know that an update from HHA Exchange customer support has been added in the client's. 222 "Emily Brigman" (861858560) 01:12:05.900 --> 01:12:25.900 Port portal and is associated with your ticket number. You also have the ability to add additional people, like say, e.g., your provider agency using a 3rd party vendor. You can add a con vendor contact to that ticket so that that vendor contact also receives updates. 223 "Emily Brigman" (861858560) 01:12:25.900 --> 01:12:45.980 Any additional questions regarding this process, please feel free to email HFS.EVV@Illinois.gov. We really appreciate your attendance as well as the questions and concerns that you submit ahead of these webinars as it allows us to address the questions with a wider audience. 224 "Emily Brigman" (861858560) 01:12:45.980 --> 01:12:57.090 And hopefully aid in provider adoption rates of EVV and overall EDV visit compliance. Thank you so much and we will see you in September.
